Track Record

Authority forged within the committees.

Oswaldo Sabato built his professional career at the epicenter of the organizations that define safety standards for boilers, pressure vessels, and industrial piping across the world. His technical background is exceptional—but what truly sets him apart is the unique position he has held for decades: inside the institutions that create and revise the standards everyone must comply with today.

"A consultant who helped draft the standard doesn't just interpret it—they know every paragraph, every technical concession, and every limit deliberately chosen by the world's best engineers."

Before establishing his independent consultancy, Oswaldo Sabato accumulated decades of experience in world-class organizations. During 15 years at Lloyd's Register, he began his career in naval classification, progressively transitioning to pressure equipment certification—and it was within Lloyd's that he conducted some of the first ASME certifications in Brazil, establishing himself as a pioneer. Subsequently, he assumed the position of Quality Engineering Manager at Voith, where for 8 years he was responsible for manufacturing quality of hydroelectric turbines and paper manufacturing machines—highly complex equipment whose structural integrity requirements rival the most stringent international standards.

As the technical representative for HSB Global Standards in Brazil—Hartford Steam Boiler, one of the most prestigious Authorized Inspection Agencies accredited by ASME—Oswaldo Sabato joined the ABNT CB-04 committees (Mechanical Equipment and Machinery), actively participating in the revision cycles of ABNT NBR 16035 between 2011 and 2013.

This experience grants Sabato Engenharia an unparalleled technical capability: the consultancy does not merely guide manufacturers on how to comply with the standard—it can anticipate AIA interpretations, identify normative ambiguities, and structure the quality control system with the precision of someone who knows the code from the inside out.

Currently, Oswaldo Sabato acts as the technical representative for Bureau Veritas Inspection Co. (BV) in Brazil—one of the largest and most recognized Authorized Inspection Agencies accredited by ASME worldwide, consolidating decades of experience at the interface between industrial manufacturers and international certification bodies.

Technical Domain

Oswaldo Sabato's expertise spans the most complex and comprehensive sections of the international regulatory framework:

ASME Section I

Power Boilers — High-pressure steam boilers for power generation and industrial processes.

ASME Section VIII — Divisions 1, 2 and 3

Pressure vessels: from classic empirical methods (Div. 1) to rigorous finite element analysis (Div. 2) and extreme pressure vessels above 70 MPa (Div. 3).

ASME Section IX

Welding, Brazing and Fusing Qualifications — Qualification of welding procedures (WPS/PQR) and welders for all covered materials.

ABNT NBR 16035

The Brazilian standard harmonizing ASME requirements with national legislation. Co-author of the 2011–2013 revisions in the ABNT CB-04 committee.

NR-13 — Ministry of Labor

The Brazilian regulatory standard defining safety requirements for the operation and maintenance of boilers, pressure vessels, and industrial piping.
